Do you need this card?
It’s the law in Maryland! If you were born on or after July 1, 1972, you must have a Certificate of Boating Safety Education to operate a motorized vessel on Maryland waters. Maryland also requires you to carry the certificate with you while operating.
Maryland doesn’t issue a traditional “boating license.” What you need is the official Certificate of Boating Safety Education accepted by the Maryland Natural Resources Police after you complete an approved boating safety course like ours. Successful completion of the At The Helm Training course satisfies Maryland’s boating safety education requirement.
Quick rules of thumb
- Born on or after July 1, 1972? You need a Certificate of Boating Safety Education to operate any motorized vessel on Maryland waters, and you must carry it while operating.
- Born before July 1, 1972? You’re grandfathered in — no card required under Maryland’s boating education rule, but the course is still smart.
- Paddlecraft only? A boating safety education certificate is not required just to operate a non-motorized vessel like a kayak, canoe, paddleboard, or rowboat.
- Just visiting Maryland? Maryland recognizes boating safety education certificates from other states as long as the course is NASBLA-approved. Maryland also has a visitor exemption for out-of-state residents age 16 or older who are visiting for 60 days or less in a vessel numbered in another state.
- Supervisor rule: Maryland’s supervision rule is mainly for operators under 16. Anyone under 16 operating a motorized vessel 11 feet or longer without their own certificate must be supervised by someone 18 or older with a valid boating safety certificate, or by someone born before July 1, 1972. For motorized vessels under 11 feet, the supervisor can be any age as long as they have a valid certificate.

PWC & Jet Ski Rules
You must be 16 or older, wear a life jacket, use the required kill switch/lanyard, follow the 100-foot / 6-knot rule, and stay off the water between sunset and sunrise. If you were born on or after July 1, 1972, you also need to carry your boating safety certificate while operating.
Required Safety Equipment
Life jackets, fire extinguishers, visual distress signals, sound producing devices — what you must have, sized to your vessel.
Rules of the Road

Boating Under the Influence

Is this course actually accepted by the Maryland DNR?
Yes. Our course is NASBLA-approved, which is the standard Maryland requires. When you pass, the Boating Safety Education Card you receive is the same credential Maryland issues to anyone who completes an approved course.
Who is required to take it?
Any person born on or after July 1, 1972 who operates a motorized vessel on Maryland waters must carry a Certificate of Boating Safety Education. If you were born before July 1, 1972, you’re grandfathered in — the certificate isn’t required, though we still recommend the course.
How long does the course take?
Most students finish in 3–4 hours. You can study at your own pace, save your progress, and come back whenever — there’s no time limit, so take a week if you want.
Does the card expire?
No. The Boating Safety Education Card is valid for life. Pass the course once and you’re set — no renewals, no fees, no re-tests.
What do I need to carry on board?
Maryland requires boaters who need education to have proof of certification available while operating. Boaters should always carry their Boating Safety Education Certificate on their person. A printed card or copy is safest.
What if I’m visiting Maryland from another state?
Non-residents may use a boating safety education certificate issued by another state, as long as it meets NASBLA standards. Maryland also has a limited visitor exemption for out-of-state residents age 16 or older who are visiting Maryland for 60 days or less in a vessel numbered in another state.
Is there a minimum age to operate a boat?
Maryland does not set one simple minimum age for all regular motorized vessels. Anyone born on or after July 1, 1972 must carry a Certificate of Boating Safety Education while operating a numbered or documented vessel on Maryland waters. Operators under 16 who do not have their own valid certificate must be supervised. For motorized vessels 11 feet or longer, the supervisor must be 18 or older with a valid certificate, or someone born before July 1, 1972. For motorized vessels under 11 feet, the supervisor can be any age as long as they have a valid certificate.
For PWCs and Jet Skis, Maryland is stricter: operators must be at least 16 years old, wear a life jacket, carry the required boating safety certificate if born on or after July 1, 1972, and follow Maryland’s PWC rules.
What happens if I don’t pass the final exam?
You can retake it at no extra cost. The course is built so you’ll be ready — each section ends with short review questions, and you can rewatch any lesson as many times as you need.
Is there a refund if I change my mind?
Yes. If you haven’t completed the course, we offer a full refund within 30 days of purchase — just email us and we’ll take care of it. Once you’ve completed the course and received your certificate, we can’t offer a refund.
What are the penalties for boating without it?
Operating without the required Certificate of Boating Safety Education in Maryland is a misdemeanor. If you’re required to carry the certificate and can’t show it when asked, you can be cited and fined — up to $25 for a first offense and up to $500 for a subsequent offense within two years. Maryland Natural Resources Police do enforce boating safety requirements on the water, but the citation is the smaller risk. The bigger one is being unprepared in a moment that matters.
