Do you need this card?
It’s the law in California! In California, all operators of motorized vessels regardless of age need the California Boater Card.
California doesn’t issue what some call a “boating license.” What you need is the official California Boater Card, issued by the California State Parks Division of Boating and Waterways (CA DBW). after you complete an approved boating safety course like ours. Successful completion of the At The Helm Training course satisfies California's boating safety education requirement.
Quick rules of thumb
- All operators, regardless of age are required to obtain and carry the California Boater Card when operating a motorized vessel on California waterways.
- Paddlecraft only? A boating safety education certificate is not required just to operate a non-motorized vessel like a kayak, canoe, paddleboard, or rowboat.
- Visiting California? To be approved for the California Boater Card, an applicant must complete a California-specific boating safety course. A boating safety certificate from another state would not meet this requirement. However, visitors may be exempt from the California Boater Card requirement if they meet the boating
requirements of their home state or country and are only temporarily operating a vessel in California.

PWC & Jet Ski Rules
Operators must be 16 or older to operate alone and attach the kill-switch lanyard. Everyone aboard must wear a Coast Guard-approved life jacket. Obey 5 mph limits within 100 feet of bathers and 200 feet of beaches and landings, stay off the water between sunset and sunrise, and carry a California Boater Card unless exempt.

Is this course actually accepted by the California DBW?
Yes. Our course is NASBLA- and DBW-approved, which is the standard California State Parks requires. When you pass, we actually send your information to CA DBW on your behalf and they issue your permanent boater card. Your card literally comes from the state!
Who is required to take it?
All boaters operating a motorized vessel. It's that simple.
What is the California Boater Card Application ID?
Online courses are required to submit final exam results electronically to the California Division of Boating and Waterways (DBW). To ensure your results are processed correctly, you must obtain a DBW Application ID before taking the final exam.
Visit the California State Parks Division of Boating and Waterways website to apply for your Application ID. You must enter this ID into our system before taking the final exam and completing the course.
Does the card expire?
Nope! Your California boater card is valid for life. Pass the course once and you’re set — no renewals, no fees, no re-tests.
What do I need to carry on board?
California requires boaters to carry proof of certification while operating. Boaters should always carry their California Boater Card "on their person". A printed card or copy is safest.
What if I’m visiting California from another state?
Out-of-state residents may operate a motorized vessel in California without a California Boater Card for less than 60 days, provided they meet the boating education requirements, if any, of their home state. Visitors must carry proof that they qualify for the exemption whenever they operate on California waterways.
Is there a minimum age to operate a boat?
California does not set one minimum age for every vessel. A person must be at least 16 to operate a boat powered by more than 15 horsepower alone. Operators ages 12–15 may operate one only when an attentive adult age 18 or older is aboard and supervising. These age restrictions do not apply to a sailboat 30 feet or shorter using wind as its principal propulsion or to a dinghy traveling directly between a moored vessel and shore or another moored vessel. Motorized-vessel operators must also carry a California Boater Card unless exempt.
The same age rule applies to PWCs and Jet Skis. Because most exceed 15 horsepower, an operator must generally be at least 16 to ride alone. A person age 12–15 may operate a PWC designed for at least two people only with an adult supervisor aboard.
What happens if I don’t pass the final exam?
You can retake it at no extra cost. The course is built so you’ll be ready — each section ends with short review questions, and you can rewatch any lesson as many times as you need.
Is there a refund if I change my mind?
Yes. If you haven’t completed the course, we offer a full refund within 30 days of purchase — just email us and we’ll take care of it. Once you’ve completed the course and passed the exam, we consider our service 100% fulfilled and no longer offer a refund.
What are the penalties for boating without it?
Operating a motorized vessel without the required California Boater Card is an infraction, not a misdemeanor. A first conviction carries a fine of up to $100, a second up to $250, and a third or subsequent conviction up to $500. The court will also order the operator to complete and pass an approved boating safety course and submit proof within seven months. If the operator held a valid card when cited but could not show it, the fine must be waived after proof is provided.
